BRIT HUME:  There are two new reports critical of Bush administration efforts to prevent a terror attack in the U.S. A study from a bipartisan group called Partnership for a Secure America says the country remains dangerously vulnerable to chemical, biological and nuclear attacks seven years after 9/11. But the report does credit the administration with progress in such areas as port security and reducing military chemical stockpiles.
