Off-the-Record Discussion with Ambassador Natalia Gherman

On September 14th, congressional staff met with former Acting Prime Minister of Moldova, Ambassador Natalia Gherman for an off-the-record round table discussion.  Amb. Gherman is an official candidate for United Nations Secretary-General in the 2016 election. She discussed her United Nations campaign platform and her perspective on reforming the United Nations among other important issues.

Natalia GhermanAmbassador Gherman has served for the past three years as Deputy Prime Minister and Minister of Foreign Affairs and European Integration of the Republic of Moldova. In June-July 2015 she was Acting Prime Minister of the Republic of Moldova. Ambassador Gherman is a career diplomat. Her leadership qualities and excellent negotiation skills are highly appreciated in her own country and internationally.

Ambassador Gherman began her long career in service to her country in 1991 as the Second and then the First Secretary for the Department of International Organizations of the Ministry of Foreign Affairs of the Republic of Moldova. From 1994-2002, Ambassador Gherman served in various government positions including Deputy Permanent Representative to the UN Agencies and Deputy Head of the Mission of Moldova to NATO.

From 2006-2009, Ambassador Gherman established the diplomatic presence of her country in the Nordic region, serving as first resident Moldovan Ambassador to the Kingdom of Sweden, Kingdom of Norway, and the Republic of Finland. She then Served as Deputy Minister of Foreign Affairs and European Integration from 2009-2013.

In 2013, Ambassador Gherman was honored with dual role of Deputy Prime Minister and Minister of Foreign Affairs and European Integration. In June-July 2015, Ambassador Gherman was the Acting Prime Minister of the Republic of Moldova.

CPP Alumni Dinner w/ IAEA Deputy Director General Janice Dunn Lee

DEC 4 – In recent years, leading nations have begun to focus efforts on the global nuclear governance agenda. The International Atomic Energy Agency (IAEA) is responsible for assisting in the development and practical application of atomic energy for peaceful purposes and serving as the international watchdog monitoring nuclear programs to warn of any changes towards weapons development. As the P5+1 talks continue with Iran on the limitations of their nuclear pursuits and intentions, IAEA serves the purpose of tracking the country’s program. IAEA and Iran have engaged in constructive technical discussions that have led to a collaborative statement promising continued dialogue and the peaceful intentions of Iran’s nuclear programme. Dialogue between the two has made it possible for the IAEA to monitor and issue updates on Iran’s nuclear activities. A recent in-depth report by the IAEA indicated a lull in Iran’s nuclear installments starting in August at the time of President Hassan Rouhani’s innauguration.

Partnership for a Secure America held a private CPP alumni dinner with IAEA Deputy Director General Janice Dunn Lee to discuss the IAEA’s role in the current conversation, the future of the IAEA, and the how nuclear energy, security, and nonproliferation play a role in the global security landscape.

Janice Dunn Lee is the Deputy Director General, Head of the Department of Management at the International Atomic Energy Agency. She was appointed to the position on 1 January 2012.

Prior to this, Ms. Dunn Lee was the Deputy Director-General of the OECD Nuclear Energy Agency (OECD/NEA) in Paris, France. Earlier, Ms. Dunn Lee was the Director of International Programs for the United States Nuclear Regulatory Commission (NRC) where she managed international cooperative programmes in nuclear safety, technology, and materials, the import and export licensing of these materials and radioactive waste safety.

Ms. Dunn Lee joined the NRC in 1975 and held a number of progressively responsible positions. These included: Senior Assistant for international nuclear policy to four successive NRC Chairmen; Licensing Review and Policy Analyst in the Office of International Programs; and Chief for International Safeguards, Office of Nuclear Materials Safety and Safeguards where she participated in programmes to assist countries to protect, control and account for nuclear materials. She was selected for the Senior Executive Service in 1998. She was appointed as the Deputy Director of the Office of International Programs in 1998 and as Director in 1999.

Ms. Dunn Lee participated in several special assignments and programmes while at the NRC. From 1989 to 1991, she served as a Congressional Fellow in the Office of Senator James A. McClure of Idaho. In 1993, she was on assignment to the Office of Senator Alan K. Simpson of Wyoming, where she served as a staff member on the Committee on Environment and Public Works. Ms Dunn Lee graduated from the NRC Supervisory Development Program in 1995 and the Federal Executive Institute in 1991.

Ms. Dunn Lee received a B.A. degree in Sociology from the University of California at Berkeley in 1973 and an M.A. degree in International Relations from the Fletcher School of Law and Diplomacy, Tufts University, in 1975

Off-the-Record with former Ambassador to the UN Donald McHenry

PSA held a special off-the-record CPP dinner with PSA Advisory Board member Donald McHenry, former U.S. Ambassador to the United Nations. The discussion focused on Amb. McHenry’s service in the United Nations, how the U.S. can use its leadership position in the UN to advance U.S. priorities today, and the future of U.S. engagement in intergovernmental organizations.

Donald F. McHenry, US Ambassador to the UN 1979-81

Donald F. McHenry served as Ambassador and U.S. Permanent Representative to the United Nations from September 1979 until January 20, 1981.

As chief United States representative to the United Nations, he also served as a member of President Carter’s Cabinet. At the time of his appointment, Ambassador McHenry was Ambassador and U.S. Deputy Representative to the UN Security Council, a position to which he was appointed in March 1977.
Ambassador McHenry has studied, taught and worked primarily in the fields of foreign policy and international law and organizations. He joined the U.S. Department of State in 1963 and served eight years in various positions related to U.S. foreign policy. In 1966 he received the Department’s Superior Honor Award. In 1971, while on leave from the Department, he was a Guest Scholar at the Brookings Institution, Washington, D.C. and an International Affairs Fellow of the Council on Foreign Relations, New York. In 1973, after leaving the State Department, he joined the Carnegie Endowment for International Peace in Washington, D.C. as a project director in Humanitarian Policy Studies. In 1976 he served as a member of President Carter’s transition staff at the State Department before joining the U.S. Mission to the UN.

During his career, Ambassador McHenry represented the United States in a number of international fora and as the U.S. negotiator on the question on Namibia. He served as Presidential Envoy to Nigeria; a member of UN Secretary-General Kofi Annan’s eminent persons mission to Algeria; and, leader of a consulting mission on Senegal elections.

Ambassador McHenry is a former member of the Board of Governors of the American Stock Exchange, the Board of Directors of Fleet Boston Financial, GlaxoSmithKline, AT&T, International Paper, the Council of Foreign Relations, the Board of Trustees of the Ford Foundation, the Johnson Foundation, the National Institute for Dispute Resolution, Mount Holyoke College, Mayo Foundation, and the World Peace Foundation.

Ambassador McHenry has taught at Southern Illinois, Howard, American and Georgetown Universities. He is the author of Micronesia: Trust Betrayed (Carnegie Endowment, 1975) and numerous other articles published in professional journals and newspapers.

Ambassador McHenry is currently a Distinguished Professor in the Practice of Diplomacy at the School of Foreign Service at Georgetown University.
